Sir:-
In conversation a few weeks ago with His Excel-
lency the Officer Administering the Government of
Hongkong, I mentioned the question of the status in
China of companies registered under the Companies
Ordinance in Hongkong and His Excellency asked me to
address him officially on the subject. I enclose
copy of my despatch dated August 8th to the Colonial
Secretary and of his reply dated September 5th, en-
closing copy of a minute by Mr. Goodman, the Attor-
ney General.
This minute appears to me to bear out my con-
tention that the question turns on the interpretation
to be put on the words "British Subject" as used in
